Fiscal devolution:

  • All fiscal devolution to be non-discretionary through Finance Commission

All India Services:

  • States to have full control and responsibility

Political autonomy:

  • Governors to be elected for fixed terms
  • Article 356 to be repealed or revised to prevent abuse

Legislative jurisdiction:

  • Remove Governor's power (Art.200) of reserving a Bill for President's assent. Fix time limit of 60 days for assent.
